Etsy Regulatory Operating Fee (ROF): What It Is and Which Countries Pay It

Last verified: November 5, 2026

The Etsy Regulatory Operating Fee is a percentage fee that Etsy charges sellers in certain countries. In 2026 it applies to shops based in the UK, France, Italy, Spain and a few other countries; Germany is not on Etsy's list of countries with this fee. The rate depends on the country where your shop is based: it is 0.48% in the UK, 0.80% in Italy, 0.88% in Spain and 1.14% in France.

This guide explains what the fee is, shows the current rates, what changed on June 22, 2026, and what the fee costs on a typical sale. Etsy's pages for these rates were checked on November 5, 2026. For the full fee breakdown in your country, use the free Etsy fee and profit calculator, which includes the Regulatory Operating Fee.

What is the Etsy Regulatory Operating Fee?

Etsy charges it in certain countries. Etsy says it introduced the fee to cover the rising cost of doing business under new regulations in some countries, so it can keep offering its services there. It is charged as its own fee, on top of the transaction fee and payment processing fee, and it shows up as a separate line in your Etsy payment account. It is not charged to every seller: it depends on the country where your shop is based, and some countries are not on Etsy's list at all.

It is not the same as VAT. VAT on Etsy's fees is a tax added to Etsy's charges for sellers in the UK and the EU. The Regulatory Operating Fee is one of those charges.

Which countries have the fee, and what are the rates?

Etsy's help page lists these countries and rates:

CountryRegulatory Operating Fee
Canada0.50%
France1.14%
Hungary1.97%
India0.05%
Italy0.80%
Spain0.88%
Türkiye1.67%
United Kingdom0.48%
Vietnam1.24%

Germany, the Netherlands, Ireland and Poland are not on Etsy's list. That means Etsy does not list a Regulatory Operating Fee for them, which is not the same as Etsy stating a 0% rate. The US is not on the list either. If your country is missing and you see this fee on your payment account, check Etsy's help page and your statement.

What changed on June 22, 2026

Etsy's Community announcement says the fee changed in seven markets from June 22, 2026:

What the fee costs on a sale

Take a sale of 30 in your local currency (£30 or €30), with free shipping. The table shows the Regulatory Operating Fee on that sale at the current rate, before VAT on the fee, and how much more it costs than at the old rate.

CountryROF on a sale of 30More than before the changeExtra on 1,000 such sales
United Kingdom£0.14£0.05about £48
France€0.34€0.20about €201
Italy€0.24€0.14about €144
Spain€0.26€0.05about €48

The amounts are calculated on the item price and shipping costs. In this example shipping is free, so the base is the 30 item price. VAT is charged on Etsy's fees in these countries, so the real cost is a little higher; the calculator includes VAT on fees.

A few cents per sale looks small, but it adds up on low-margin products, and the fee comes off every sale, not only sales from ads. In France, the new rate is more than twice the old one.

How the fee fits in with Etsy's other fees

The Regulatory Operating Fee is one more percentage fee. For a shop in France, the percentage fees Etsy takes are the 6.5% transaction fee, 4% payment processing and 1.14% ROF, before VAT on the fees and before the fixed amounts. For a shop in Germany, the same two fees apply without ROF. That gap is part of why the same product can leave a different amount in your pocket in different countries.

For the full fee picture, see the guides for UK sellers and German sellers, and the Etsy fees by country table on the calculator page.

What to do about it

  • Check your payment account. Find the Regulatory Operating Fee line and see what you paid last month.
  • Treat it like any percentage fee when you price. If your shop is in a country with the fee, subtract it from the share of the price you keep, as you do with the transaction fee. Our Etsy pricing strategy guide shows the formula for US fees; for other countries, use the calculator to check the numbers.
  • Re-check your low-margin products. A product with a thin margin is the first to lose money when a fee goes up.
  • Check the rate again from time to time. It changed in June 2026 and can change again.

Check your own numbers

  • One product, quick check: the free Etsy fee and profit calculator includes the Regulatory Operating Fee and VAT on fees for nine countries and needs no signup.
  • Your whole shop: CraftKept is an Etsy profit tracker. You upload your Etsy payment statement, and it shows profit per order and per product, with the fees Etsy charged and your own costs split out. Support for statements from shops outside the US is still being tested, so for those the calculator is the better starting point. CraftKept is our product. See how CraftKept works.
